The Witness Protection Unit (WPU), an autonomous Agency under the Executive Branch of the Government of Liberia, is seeking a high-integrity professional to serve as Senior Officer – Procurement. This role is vital for ensuring that the agency acquires the goods and services necessary for its sensitive mandate in a cost-effective and transparent manner.
Role Overview
- Position: Senior Officer – Procurement
- Duty Station: Head Office, Mamba Point, Monrovia
- Reports To: Assistant Manager – Procurement
- Employment Type: Full-Time

Key Responsibilities
- Procurement Operations: Assist in preparing and implementing procurement plans, purchase requisitions, and orders within approved budgets.
- Vendor Management: Evaluate suppliers, maintain an approved vendor database, and monitor performance to ensure "value for money."
- Contract Support: Support the preparation of tenders, RFQs (Request for Quotations), and bid evaluation reports.
- Inventory Control: Coordinate with the stores department to monitor stock levels and prevent shortages.
- Compliance & Ethics: Ensure all purchasing activities strictly follow Liberian procurement laws and internal ethical standards.
Qualifications & Experience
- Education: Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, MIS, or Criminal Justice.
- Experience: 3–5 years of relevant experience in procurement or supply chain management.
- Technical Knowledge: Strong understanding of tendering processes, supplier evaluation, and contract administration.
- Competencies: High level of integrity, analytical problem-solving, and the ability to work under pressure.

- Due to the sensitive nature of the WPU's mission:
- The candidate must sign a Non-Disclosure Agreement (NDA).
- Must successfully undergo a background and security clearance prior to appointment.
- Must maintain strict confidentiality regarding all agency acquisitions.
